Ministry Of Public Security Intends To Ddevelop New Digital Trunking Standard For Commercial Purpose In Mid-term Of 2011

To solve the issues of high cost of existing TETRA digital trunking system and limited coverage, the Information and Communication Bureau under Ministry of Public Security plans to formulate a new public security digital trunking standard --Police Digital Trunking (PDT) according to China's actual situation.
From the beginning of 2008, Bureau of Science, Technology and Information under Ministry of Public Security led some capable system providers to begin the discussions on the digital trunking standard. After two years of discussion and formulation, the new standard PDT for digital trunking is apparent. For this purpose, the Science, Technology and Informatization Division under the Ministry of Public Security also introduced mechanisms of "standards working team", "industrial Alliance", "patent pool" etc, further perfecting the PDT standard content.
At present we are declared the PDT standards as national standards and industrial standards, the relevant departments under the Ministry of Industry and Information Technology and the National Standards Committee have also given strong support for this. Earlier this year, the single trunking systems and interphone of some manufacturers based on draft standard have been come out. In addition, the experimental bureaus of multistation system have also put into experiment in some places.
"Commercial systems are expected to be made available to the user in 2011. At the end of next year, with batch equipment condition, the police digital dispatch network of a unified national networking, network management, meeting public security spanned scheduling, coordinative fight needs shall be eventually established. "Chief Engineer of Information Communication Bureau under the Ministry of Public Security, Ma Xiaodong said.
At present, as for several digital trunking technology systems in China, the application of the TETRA system is of relative majority, primarily for governments, railways, underground railways, aviation, airports, water conservancy departments. Statistics indicate that TETRA technology in China's public security and traffic departments occupy a market share of more than 65%.
But because of the TETRA network interconnecting partial technology has not been fully made public, the TETRA products of different manufacturers still did not fully achieve interoperability, some problems of interoperability between different network users and business and even offsite roaming also exist. In addition, the cost of equipment procurement of TETRA system, networking cost and terminal costs are more expensive, these restrict to some extent the further development of the TEREA.
By contrast, the PDT has the basic function of the TETRA system, with strong functionality, and can be interconnected with existing wireless simulation system of public security, and enable a smooth transition, protecting existing investments. In addition, the PDT adopts an encryption mechanism based upon domestic commercial cryptographic algorithm, which can satisfy the encryption required by the public security organs. More importantly the PDT costs low, its system (including terminal) cost is about one-seventh of TETRA, which can greatly reduce the investment of public security organs. Ma Xiaodong said the PDT standards do not affect the application of TETRA system, in some coastal medium and large cities we will continue to promote the use of TETRA system, ultimately, we shall realize the interoperability between the PDT and the TETRA . |
